NEWS Report # CS 95-13 CABLE SERVICES ACTION August 11, 1995 COMMISSION ACCEPTS FOR COMMENT A PROPOSED RESOLUTION OF CABLE RATE COMPLAINTS INVOLVING COMCAST CABLE COMMUNICATIONS, INC; The Commission has accepted for comment a proposed resolution of cable rate complaints involving Comcast Cable Communications, Inc. that will, if finally adopted by the Commission, resolve cable television rate complaints pending against Comcast and provide $6.6 million plus interest in refunds for 1.4 million Comcast subscribers. This action will resolve 164 benchmark rate cases covering the period September 1, 1993 through July 14, 1994 and 104 cost of service cases for the period September 1, 1993 to present. Comments from complainants on the proposed Comcast resolution are due by September 13, 1995. Key elements of the proposed resolution include:  $6.6 million dollars plus interest in subscriber refunds in the form of credits on subscriber's bills.  Comcast agrees to forego inflation and external cost adjustments totaling over $3 million dollars in its cost of service systems.  Comcast may move a maximum of any four regulated services to a single migrated product tier on each of its cost of service franchises where no a la carte packages were created.  This action does not constitute an admission by Comcast Cable Communications, Inc. of any violation, or failure to conform to, any law, rule, or policy. The Commission will issue an Order as of the Effective Date finding that Comcast's current rates in cost of service franchises are not unreasonable. Commenting on the proposed resolution of the Comcast rate complaints, Cable Services Bureau Chief Meredith J. Jones said, "This proposal is a very positive step for subscribers, for Comcast and for the Commission. Nearly seven million dollars in direct refunds, as well as rate stability are great benefits to the nearly one-and-a-half million affected Comcast subscribers. This is a fair resolution of these cases that permits both the Commission and the company to put rate complaints behind them and go forward."
