These cases involve approximately 1,160,000 current cable programming service subscribers. Key elements of the proposed resolution include:  Y 0XCablevision will pay $1.210 million in total refunds to approximately 298,000 subscribers in 59 franchise areas. These refunds include interest and have been calculated through April 30, 1998. If refunds are not made during the May 1998 billing cycle, Cablevision will adjust the refunds to include additional interest.(#  Y40XFor most franchises, the Commission will find that Cablevision's rates in effect on August 1, 1997 that were computed by the Commission's benchmark and price cap methodology comply with federal regulations. For three franchises, the Commission will establish August 1, 1997 maximum permitted cable programming service tier rates that are lower than the actual rates in effect on that date and will be used for computing subsequent rate adjustments.
