NEWS July 2, 1996 CABLE SERVICES BUREAU ANNOUNCES STAFF REORGANIZATION Following the promotion of Mary Ellen Burns to Deputy Chief of the Mass Media Bureau, Meredith J. Jones, Chief of the Cable Services Bureau, announces the following personnel changes at the Cable Services Bureau: Elizabeth (Libby) Beaty has been named Chief of the Financial Analysis and Compliance Division. Beaty has been with the Bureau since its inception in October of 1993. She is moving from her position as Assistant Bureau Chief for the Office of Government and Public Outreach. Beaty has been with the Commission since 1991 and before coming to the Bureau served as a Staff Attorney in the Policy and Rules Division of the Mass Media Bureau. Gary Laden has been named Chief of the Consumer Protection and Competition Division. Laden has been with the Commission and the Bureau since January of 1995 and has served as Chief of the Policy and Rules Division during that time. Formerly Laden served in a number of positions at the Federal Trade Commission. Since 1984 he was Assistant Director of the Division of Marketing Practices at the FTC's Bureau of Consumer Protection. JoAnn Lucanik has been named Chief of the Policy and Rules Division. Lucanik joined the Commission in November of 1993 as a Staff Attorney in the Bureau's Policy and Rules Division. In August 1994 she moved to the Consumer Protection Division to supervise the review of the cost of service proceedings. Lucanik was named Acting Chief of the newly created Financial Analysis and Compliance Division in December of 1994 and was officially designated Chief of that Division in April of 1995. Prior to her career at the Commission, Lucanik served as an Assistant Staff Attorney at the Maryland Public Service Commission for six years. Barbara Esbin has joined the Bureau as Associate Bureau Chief. Esbin has been serving as Special Counsel for Competition in the Commercial Wireless Division of the Wireless Telecommunications Bureau and has been with the Commission since January of 1991. Formerly she served as a Senior Policy Advisor in the Wireless Telecommunications Bureau's Policy Division. Prior to joining the Commission, Esbin spent five years in private practice specializing in energy law, representing publicly-owned power systems and municipalities in a variety of wholesale rate and service proceedings before state and federal courts and federal regulatory agencies. Marjorie Greene has joined the Bureau as Associate Bureau Chief. Greene has been with the Commission since 1975 and served for the past five years as a member of its Review Board. Prior to that she served as Associate General Counsel and Deputy General Counsel. Greene has also served as Deputy Chief Scientist for Policy in the Office of Science and Technology. She began her career at the Commission as a Legal Assistant in the Office of former Commissioner Robert E. Lee. Prior to that Greene worked for several years in private communications law practice, specializing in cable television. Margo Domon has been named Assistant Bureau Chief, Office of Government and Public Outreach. Domon has been serving as Deputy Chief of the Policy and Rules Division since September of 1994. Formerly she was Deputy General Counsel for Telecommunications at the District of Columbia Public Service Commission. Michael Perko has been named Director, Government Outreach, Office of Government and Public Outreach. Perko has been with the Commission and the Bureau since February of 1995. Formerly he served for 12 years in the U.S. Congress as Senior Policy Analyst to the House Subcommittee on Telecommunications, Consumer Protection, and Finance and as Legislative Director for a member of the U.S. Senate. Morgan Broman has been named Director, Media Relations, Office of Government and Public Outreach. Broman has been with the Commission and the Bureau since August of 1994. He worked in the U.S. Congress for 11 years, serving in a number of positions, including Chief of Staff for former Congressman Edward P. Boland and later as Chief of Staff for Congressman Richard E.
