                      CABLE SERVICES ACTION      January 15, 1997

URBAN COMMUNICATIONS TRANSPORT CORPORATION:  OPEN VIDEO SYSTEM 
                  CERTIFICATION -- NEW YORK CITY                                

     Pursuant to 47 C.F.R.  76.1502, Urban Communications Transport Corporation ("UCTC")
filed an application for Open Video System certification on January 15, 1997.  UCTC seeks
certification to operate an Open Video System in the City of New York, including the boroughs of
Manhattan, Brooklyn, the Bronx, Queens and Staten Island.  Comments are due to be filed with the
Office of the Secretary and the Office of the Bureau Chief, Cable Services Bureau on or before
January 23, 1997.  UCTC's application is available via the Internet:
