PETITION FILED SEEKING DECLARATORY RULING THAT ADVERTISING OF
LEGAL GAMING DOES NOT VIOLATE THE COMMISSION'S RULES

KA-ABC and Hollywood Park Casino have filed a joint request asking whether their advertising of
legal gaming on television in the Southern California area is permitted under Federal law and the
Commission's rules. At issue is the television advertising of "round games", such as Draw Poker,
Low Ball Poker, and Texas Hold 'Em, where players place wagers against each other and not against
any casino establishment. The parties contend that games of skill are involved and the promotion
of such games on television does not violate the Commission's rules prohibiting lottery advertising.

     Parties may file responses to the Petition on or before February 5, 1997 and replies on or
