The Petition alleges that the Stuart lease agreement violates the Commission's rule preempting restrictions that impair installation, maintenance or use of over-the-air reception devices (satellite dishes and antennas) by requiring prior approval and imposing unreasonable expense. Carver Lake Townhomes are a rental property located in Woodbury, Minnesota. Parties may file responses to the Petition on or before August 30, 1999 and replies on or before September 14, 1999.
