NEWSReport No. CC 95-32 COMMON CARRIER ACTIONJune 8, 1995 FCC RELEASES MANUAL FOR FILING SECTION 43.61 DATA The FCC has released a Manual for Filing Section 43.61 Data. This manual provides directions for filing international traffic data. All carriers that provide service between the United States and foreign points or non-domestic U.S. points must file traffic data each year on July 31 summarizing traffic for the preceding year. The manual released today replaces a manual adopted in July, 1992. Facilities-based and facilities resale carriers must use the new manual when filing calendar year 1995 traffic data on July 31, 1996. The manual is being released more than a year before carriers must use it to give carriers adequate time to prepare for the reporting changes contained in the manual. In addition, the new manual has a separate section that consolidates the filing requirements for pure resale carriers. While the new manual did not change these requirements, the consolidated section will make it easier for carriers to report pure resale traffic. The new manual requires carriers to separate facilities-based from facilities resale traffic, requires carriers to provide detail on "country direct" type services, and requires carriers to report voice equivalent lines for private line services. The new manual, and the order releasing it, is available for reference in the Industry Analysis Division's Public Reference Room, Common Carrier Bureau, 1250 23rd Street, N.W, Plaza Level.
