       Federal-State Joint Board on Universal Service to Convene 
                an Open Meeting on Friday, April 12, 1996

        The Federal-State Joint Board on Universal Service will hold an Open Meeting on Friday,
April 12, 1996 at 9:00 a.m., in Room 856 at 1919 M Street, N.W., Washington, D.C.  At the
meeting, the Federal-State Joint Board will hear from four panels of experts addressing universal
service issues set forth in Section 254 of the Telecommunications Act.  Specifically, the panelists
will address the telecommunications needs of low income consumers; schools, libraries, and
health care providers; and consumers living in rural, insular and high cost areas.
