MATTEY APPOINTED CHIEF, POLICY AND PROGRAM PLANNING DIVISION, COMMON CARRIER BUREAU Carol Mattey has been appointed Chief in the Common Carrier Bureau's Policy and Program Planning Division. Since 1994, Mattey has been Deputy Chief in the Policy Division. The Division has responsibility for a number of key issues arising under the Telecommunications Act of 1996, including implementation of many of the Act's local competition provisions, evaluation of applications by the Bell Operating Companies to enter the long distance market, and review of petitions for preemption of state and local laws that act as barriers to entry into telecommunications markets. As Deputy Chief, Mattey's primary substantive areas of responsibility included local number portability, BOC entry into long distance, and implementation of nonaccounting safeguards for BOCs under section 272. Prior to joining the Commission, Mattey was a senior staff member at the National Telecommunications & Information Administration (NTIA). While at NTIA, Mattey worked on a wide variety of telecommunications matters, including common carrier, cable, broadcast, and spectrum issues. Prior to NTIA, Mattey was an associate at the Washington, D.C. law firm of Wilmer, Cutler & Pickering, where she specialized in communications. Mattey received her J.D. cum laude in 1983 from the University of Pennsylvania Law School, where she was an editor of the University of Pennsylvania Law Review. She also received a M.A. in Public Policy Analysis from the University of Pennsylvania. She received a B.A. with high distinction from the University of Virginia. Mattey is a member of the District of Columbia Bar and the Federal Communications Bar Association. - FCC -
