 MICHELLE CAREY NAMED DEPUTY DIVISION CHIEF, POLICY AND PROGRAM
            PLANNING DIVISION, COMMON CARRIER BUREAU

     Michelle M. Carey was appointed Deputy Chief of the Policy and Program Planning
Division of the FCC's Common Carrier Bureau.  

     Since October of 1995, Carey has worked in the Policy Division and been involved in
implementing key provisions of the 1996 Act and evaluating petitions by Bell Operating
Companies to provide in-region, long distance service.  Recently, she was the team leader for the
Commission's review of the merger between WorldCom and MCI.  Before working for the Policy
Division, Ms. Carey spent one year as a staff attorney in the Common Carrier Bureau's
Enforcement Division.

     Prior to joining the Commission, Carey served as a law clerk for the Honorable Hart T.
Mankin of the United States Court of Veterans Appeals in Washington, D.C.  She received her
B.A., magna cum laude, in 1990 from Georgetown University and received her J.D. from
Georgetown University Law Center in 1993.
