March 17, 1999 COMMON CARRIER BUREAU COMPLETES THE NETWORK SERVICES DIVISION MANAGEMENT TEAM The Common Carrier Bureau is pleased to announce the Network Service Division's management team. Anna M. Gomez, Chief Anna Gomez has been named Chief of the Common Carrier Bureau's Network Services Division. Previously, Gomez served as Deputy Chief of the Division. Gomez first joined the Federal Communications Commission in August 1994 as an attorney in the Consumer Protection Division of the Cable Services Bureau. She subsequently served as Legal Counsel to Kathleen B. Wallman, then Chief of the Common Carrier Bureau, and also to Wallman's successor, Regina M. Keeney. In August 1996, Gomez was appointed Staff Chair to the Federal-State Joint Board on Universal Service. She left the Commission to serve briefly as Counsel to the Senate Commerce Committee's Telecommunications Subcommittee, before moving on to the White House, to serve as Deputy Chief of Staff at the White House's National Economic Council. Gomez earned a B.A. from Pennsylvania State University and a J.D. from George Washington University's National Law Center. Blaise Scinto, Deputy Chief Blaise Scinto has been Deputy Chief of the Network Services Division since September 1998. She is primarily responsible for overseeing a wide variety of numbering administration issues. Prior to joining the Network Services Division, Scinto served as Legal Counsel to the Chief of the Common Carrier Bureau under three successive Bureau Chiefs: Regina Keeney, A. Richard Metzger, Jr., and Kathryn Brown. She joined the Commission in 1995 as an attorney in the Common Carrier Bureau's Policy and Program Planning Division. Before joining the FCC, Scinto was an associate with the Washington office of Winston & Strawn. She obtained both her B.A. in history and her J.D. from the University of Virginia. Prior to attending law school, Scinto worked for Synergy, Inc., a Washington-based economics consulting firm, and for National Public Radio. Kurt Schroeder, Deputy Chief Kurt A. Schroeder has been Deputy Chief of the Network Services Division in the Federal Communications Commission's Common Carrier Bureau since September 1998. In this position, he oversees, among other things, access for the disabled, E-911, LATA, and Section 214 issues, as well as Part 68 equipment policies and registration. Prior to joining the Network Services Division, Schroeder was with the Bureau's Enforcement Division for 9 years, where he served as an Attorney, Senior Counsel, and, for the final two-and-a-half years, Chief of the Formal Complaints and Investigations Branch. As Branch Chief, Schroeder was responsible for implementing a team-based approach to the Branch's formal complaint and rule making proceedings, which resulted in the number of pending formal complaints being reduced from over 400 at the beginning of his tenure to approximately 100 near the end of that tenure. As an Attorney and Senior Counsel, he was responsible for proceedings regarding operator services and toll fraud, as well as formal complaint and enforcement proceedings on a wide variety of issues. Before coming to the FCC in 1989, Schroeder served for two years as a law clerk with the Supreme Court of Iowa. He received a B.A. in English and General Science from Grinnell College in 1981, and a J.D., with distinction, from the University of Iowa in 1986. He lives with his wife, Lynn Webster, outside of Lovettsville, Virginia. Diane Griffin Harmon, Assistant Chief Diane Griffin Harmon joined the Network Services Division in February 1999 as Assistant Division Chief. In addition to her management duties, Harmon will be responsible for several numbering administration issues. In that regard, Harmon will be serving as the Designated Federal Official to the North American Numbering Council. Prior to coming to the Network Services Division, Harmon was with the Formal Complaints and Investigations Branch of the Common Carrier Bureau's Enforcement Division for two and a half years. Originally hired as a Trial Attorney in the Litigation Division of the FCC's Office of General Counsel in September 1996, Harmon was immediately detailed to work as a Staff Attorney in the Formal Complaints and Investigations Branch. In April 1998, she was promoted to Deputy Chief of that Branch. Harmon received her B.S. in Business Management from the University of Maryland, College Park, in 1989, and received her J.D., cum laude, from Howard University School of Law in 1993. She was an associate at the law firm of Kilpatrick & Cody from 1993 until 1995, where she worked on a variety of litigation matters. She left the firm to pursue a teaching fellowship and LL.M. degree at Georgetown University Law Center, which she completed in 1996. - FCC -
