K. Michele Walters named Associate Division Chief, Accounting Policy Division,
                   Common Carrier Bureau
                              
  Washington, D.C.   K. Michele Walters has been appointed Associate Division
  Chief of the Common Carrier Bureau's Accounting Policy Division.  Ms. Walters will be
  primarily responsible for consumer protection rulemaking proceedings, including the truth-
  in-billing and slamming proceedings.
  
  Since August 1996, Ms. Walters has worked in the Litigation Division of the
  Office of General Counsel, where she defended the Commission in appellate litigation
  involving common carrier, wireless, broadcast, and cable issues, and advocated the
  Commission's interpretation of aspects of the Telecommunications Act of 1996 in federal
  district courts, among other duties.
  
  Prior to joining the Commission, Ms. Walters was an associate in the
  Communications Group of the Washington, D.C. law firm of Hogan & Hartson, L.L.P. 
  She also served as a law clerk to the Honorable H. Barefoot Sanders, then Chief Judge of
  the United States District Court for the Northern District of Texas.  Ms. Walters received
  her J.D. in 1993 from the Yale Law School and her A.B., magna cum laude, from
  Harvard-Radcliffe College in 1988.
