On September 19, 1994, the Commission adopted a Notice of Proposed Rule  Y-Making, FCC 94102, released October 19, 1994, seeking comment on proposals for ensuring the compatibility of private branch exchanges and other private telephone systems  Y-with enhanced 911 emergency services. The Notice also included the Commission's proposal to adopt rules that would require wireless services to make enhanced 911 services available to mobile radio callers. Public notice of this action appeared in the Federal Register on November 2, 1994, 59 FR 54878. 2. The Commission has received a number of requests to extend the comment period in this proceeding. For example, on January 20, 1995, the Personal Communications Industry Association ("PCIA") filed a motion requesting that the time for filing replies in this proceeding be extended from February 8, 1995 to March 8, 1995. In support of its request PCIA states that approximately seventy (70) parties have filed opening comments totalling  Y -well over a thousand pages, and that the issues addressed by the Notice are exceedingly complex and technical. PCIA believes that an extension of time would result in a more useful and accurate record. Similarly, on January 23, 1995, the Association of PublicSafety Communications OffcialsInternational, Inc. ("APCO") requested that the time for filing replies in this proceeding be extended until March 20, 1995. APCO states that it is reluctant to seek additional time, given that public safety groups like itself are anxious to resolve these issues. APCO states, however, that the public safety community feels a special responsibility to analyze carefully and respond to the comments of the other parties, and it believes that it"(0*0*0*0*" needs an additional 40 days to perform its duty."(0*0*0*0*"Ԍ x3. As set forth in Section 1.46 of the Commission's Rules, 47 C.F.R. Section 1.46, it is Commission policy that extensions of time not be routinely granted. We find, however, that petitioners have shown good cause for the requested extension. The public safety issues  Y-raised in this proceeding are obvious and significant: the Notice found that private branch exchange equipment should conform to the needs of its owners while ensuring that the location of callers to 911 are properly identified to public safety answering points, and that wireless service providers must be able to ensure that mobile radio units provide the same level of access to 911 emergency services as is generally available to wireline customers. The technical complexity needed to achieve these goals, as well as the privacy implications which must be considered, require that we ensure an adequate opportunity to develop a complete record. In their petitions, both PCIA and APCO have noted the extensive filingsalready over 1500 pageswhich have been entered in this proceeding. We agree that the public interest would be served by granting an extension of time in which to file replies to  Y -the Notice. Accordingly, we will grant the requested relief. x4. Accordingly, IT IS ORDERED that the Requests for Extension of Time filed by PCIA and APCO are GRANTED.  YO-x5.
