By the Commission:

     1.   Pursuant to Sections 410(c) and 254 (a)(1) of the Communications Act of 1934, as
amended, the Commission appoints the Honorable Gloria Tristani and the Honorable Harold W.
Furchtgott-Roth, Commissioners of the Federal Communications Commission, to serve on the
Federal-State Joint Board on Universal Service, CC Docket No. 96-45.  These appointments fill the
positions recently vacated by the Honorable Reed E. Hundt, former Chairman of the Federal
Communications Commission, and the Honorable Rachelle B. Chong, former Commissioner of the
Federal Communications Commission.  The Commission gratefully acknowledges the contributions
of Reed E. Hundt and Rachelle B. Chong to the work of the Federal-State Joint Board.

     2.   Henceforth, a copy of all filings in this proceeding shall be served on Commissioners
Tristani and Furchtgott-Roth at the following addresses:

     3.   Furthermore, pursuant to Sections 410(c) and 254 (a)(1) of the Communications Act
of 1934, as amended, the Honorable Susan Ness, Commissioner of the Federal Communications
Commission, shall serve as the Chair of the Federal-State Joint Board on Universal Service, CC
Docket No. 96-45.

     4.   Accordingly, IT IS ORDERED that, pursuant to Sections 410(c) and 254 (a)(1) the
Honorable Gloria Tristani and the Honorable Harold W. Furchtgott-Roth, Commissioners of the
Federal Communications Commission, are appointed to, and that the Honorable Susan Ness,
Commissioner of the Federal Communications Commission, shall serve as the Chair of, the Federal-
State Joint Board on Universal Service, CC Docket No. 96-45.
