The Commission has under consideration three requests for review filed by MasterMind Internet Services, Inc. (MasterMind) on November 24, 1999, December 16, 1999, and January 13, 2000, seeking review of decisions issued by the Schools and Libraries Division (SLD) of the Universal Service Administrative Company (USAC). The Commission released an Order extending to April 21, 2000, the deadline for issuing a decision on these requests for review, indicating that the requests present the Commission with a number of novel and complex issues regarding the competitive bidding process. In this Order we further extend the deadline to May 22, 2000. 2. Section 54.724 of the Commission's rules requires that requests for review of an Administrator's decision must be resolved within ninety days unless the time period is extended. Under the ninety-day deadline imposed by our rules, a decision on the first appeal would have been required by February 22, 2000, absent an extension. The Commission's rules permit the Common Carrier Bureau to extend the deadline for an appeal under consideration for a period of up to ninety days. By this order, the time for issuing a decision in this matter is extended to May 22, 2000, representing a total extension of ninety days from the original February 22, 2000, deadline for the first-filed appeal. 3. Accordingly, IT IS ORDERED, pursuant to section 54.724 of the Commission's rules, 47 C.F.R.  54.724, that the deadline for taking action in the above-captioned requests for review of decisions by the Schools and Libraries Division IS EXTENDED to May 22, 2000.
