The Accounting Policy Division (Division) has under consideration a Letter of Appeal filed on December 30, 1999, by the Franklin County School District (Franklin), Carnesville, Georgia. Franklin, in its appeal, requests an extension of the Year One funding implementation deadline for the schools and libraries support mechanism so that it can receive the full amount of funding that it requested. Our review of the record, however, finds that Franklin has received all funds requested. Accordingly, the Division dismisses Franklin's Letter of Appeal as moot. 2. ACCORDINGLY, IT IS ORDERED, pursuant to authority delegated under sections 0.91, 0.291, and 54.722(a) of the Commission's rules, 47 C.F.R.  0.91, 0.291, and 54.722(a), that the appeal filed by the Franklin County School District, Carnesville, Georgia on December 30, 1999 IS DISMISSED as moot.
