Agencies & Other for the Assignment of N11 Codes, File No. 94-101, DA 94-644 //$ $/ 0.291 Designated authority /$ DA 94-644 June 17, 1994 COMMISSION SEEKS COMMENT ON REQUESTS OF FEDERAL AGENCIES AND OTHERS FOR THE ASSIGNMENT OF N11 CODES IAD File No. 94-101 Comments Due: August 19, 1994 Reply Comments Due: September 23, 1994 In a petition filed March 11, 1994, the General Services Administration (GSA) asks the Commission to assign an N11 service code for use by the public to gain access to federal executive agencies. This request is similar to a request received last year that such a code be assigned for access to state governments. (See National Association of State Telecommunications Directors, Ex Parte Presentation in CC Docket No. 92-105, September 22, 1993). In the May 1992 Notice of Proposed Rulemaking in CC Docket No. 92-105, 7 FCC Rcd 3004, the Commission tentatively concluded that N11 codes should be made available for abbreviated dialing. The Commission opened that docket following receipt of a petition for declaratory ruling filed by BellSouth Corporation. BellSouth asked the Commission to declare that the assignment of such numbers for access to "local pay per call type information services" would be consistent with the Communications Act and Commission policies. Subsequently, in October 1993, The National Center for Law and Deafness and Telecommunications for the Deaf, Inc. filed a joint petition asking the Commission to direct assignment or reservation of a uniform nationwide N11 number (e.g. 711) to facilitate access by individuals with hearing and speech disabilities and other text telephone users to telecommunications relay services (TRS). The joint petition also requested assignment or reservation of a second unspecified N11 number for TRS access by voice telephone users. The Commission sought and received comments on the use of N11 codes for such TRS services. (See Commission clarifies Pleading Cycle for Comments, Public Notice, IAD File No. 93-02 (October 28, 1993)). We now invite comment on the request of the state telecommunications directors and on the petition from GSA. Requests to use N11 codes for TRS access and for access to government agencies were not received until after the close of the pleading cycle following release of the NPRM in CC Docket 92- 105. In light of the many requested uses for the limited number of N11 codes available, we again seek general comments on the best use for N11 codes and other abbreviated dialing arrangements. Initial comments should be filed on or before August 19, 1994 and reply comments should be filed on or before September 23, 1994.
