SWBT also requests a   iwaiver of the rules, to the extent necessary, to eliminate the assignment and recovery of pay   telephone costs from the common line elements. SWBT states that under the proposed rate   structure, interexchange carriers that receive interstate traffic originating from SWBT pay telephones would be assessed a charge for each interstate call received.
