Section 61.47 (f)(2) requires AT&T to calculate a composite  x;average rate for services contained in the residential and small business services basket that are  x-purchased by residential customers. That rule also limits upward pricing flexibility for this  x;composite average rate to 1 percent per year, relative to the percentage change in the price cap  xindex for the residential and small business services basket, as measured from the last day of the previous price cap year.   >xInterested parties may file comments on the petition filed by AT&T no later than June 19, 1995.
