     On May 1, 1995 JAMA Corporation ("JAMA") filed a petition
requesting that the Federal Communications Commission initiate a
rulemaking proceeding "to extend the full benefits of interstate
integrated rate policies to the United States territory of Guam."
     
     JAMA states that an integrated rate structure will
substantially reduce rates for interstate telephone services,
strengthen the ties among all United States citizens, and nurture
the development of robust interexchange competition.

     Interested parties may file comments on this petition on or
before August 15, 1995, and reply comments on or before August 31,
1995, with the Secretary, Federal Communications Commission, 1919
M Street, N.W., Room 222, Washington, D.C. 20554.  Comments and
reply comments should also reference AAD 95-85.  Four (4) copies of
each comment and reply comment should also be sent to Kent Nilsson,
Cost Analysis Branch, Accounting and Audits Division, Common
Carrier Bureau, Room 812, 2000 L Street, N.W., Washington, D.C.
20554, and one (1) copy should be sent to the Commission's
contractor for public service record duplication:  International
