Lincoln requests that the Commission clarify that the modified local exchange carrier (LEC) price cap rules permit it to elect a 5.3 percent productivity offset figure (or X-Factor), without any sharing of 1995 earnings, beginning January 1, 1995. In the alternative, Lincoln requests a waiver of the Commission's rules and Orders to make such an election. Interested parties may file comments on the petition filed by Lincoln no later than July 14, 1995. Replies to the comments may be filed no later than July 19, 1995. An original and four copies of all comments and replies must be filed in accordance with Section 1.51(c) of the Commission's rules, 47 C.F.R.  1.51(c). In addition, one copy of each pleading must be filed with International Transcription Services, Inc., 2100 M Street, N.W. Suite 140, Washington, D.C. 20037, and one copy with the Chief, Tariff Division, Room 518, 1919 M Street, N.W., Washington, D.C. 20554.
