(US West) filed a petition seeking a waiver of the Commission's rules to enable it to provide unbundled common lines. Specifically, US West seeks a waiver to assess End User Common Line (EUCL) charges on alternative exchange carriers reselling US West's unbundled local links. US West also intends to implement a flat-rate charge for Carrier Common Line elements associated with these links. US West states that a waiver is necessary for it to comply with a recent decision by the State of Iowa Department of Commerce Utilities Board requiring US West to offer unbundled local link service. US West adds that the waiver request seeks relief similar to that recently granted to Rochester Telephone by the Commission. Interested parties may file comments on this petition for waiver by August 17, 1995, and reply comments by September 1, 1995, with the Secretary, FCC, 1919 M Street, N.W., Washington, D.C. 20554.
