W-P-C-6858 CCBPol 95-11 Released: September 5, 1995 On September 1, 1995, Southern New England Telephone Company (SNET) filed an amendment to its Section 214 application seeking modification of its authorization to conduct a video dialtone trial in portions of Connecticut. In October, 1993, the Commission had granted SNET permission to conduct a limited, one-year video dialtone technology and market trial in West Hartford, Connecticut. See Order and Authorization, 9 FCC Rcd 1019 (1993). The Commission subsequently had authorized SNET to expand its video dialtone trial to include additional communities in Connecticut in a one-year trial. See Order and Authorization, 9 FCC Rcd 7715 (1994). A motion by the National Cable Television Association, Inc. (NCTA) to revoke SNET's authorization to conduct an expanded video dialtone trial is pending before the Commission. In its application to expand its video dialtone trial, SNET had represented that it would offer both digital and analog channel capacity. In its amendment, SNET asserts that, due to economic and technological factors beyond its control, it will not be able to provide digital capacity during the one-year trial. SNET also seeks to amend its application with respect to the analog channels on its video dialtone system, including by permitting additional programmers access to analog channel capacity through an open enrollment process, and by establishing an analog channel sharing plan. SNET also asks the Commission to amend SNET's authorization to permit SNET to provide programming directly to subscribers. Interested partied are invited to file comments on the amendment. An original and four copies of comments should be filed by September 26, 1995, and an original and four copies of reply comments should be filed by October 10, 1995, with the Secretary, Federal Communications Commission, 1919 M Street, N.W., Washington, D.C. 20554.
