$// PN, Nynex Pet. for Waiver of Pt. 69 to Unbundle Common Lines, DA 95-1916 //$ $/ 47 CFR 69 Access Charges /$ FOR RECORD ONLY DA 95-1916 PLEADING CYCLE ESTABLISHED FOR COMMENTS ON NYNEX TELEPHONE COMPANIES' REVISED PETITION FOR WAIVERS OF PART 69 TO PROVIDE UNBUNDLED COMMON LINES CCBPol 95- 12 Released: September 6, 1995 On August 30, 1995, NYNEX Telephone Companies (NYNEX) withdrew the Petition for Waivers of Part 69 of the Commission's rules that it filed on October 3, 1994 in connection with its offering of unbundled common lines in the state of New York. NYNEX also filed a revised Petition for Waivers of Part 69 of the Commission's rules in order to allow it to apply the End User Common Line (EUCL) charge and a flat-rated Carrier Common Line (CCL) charge to purchasers of unbundled common lines in any state in the NYNEX region. NYNEX states that its revised petition seeks waivers to allow it to apply both the EUCL and CCL charges to purchasers of unbundled common lines. NYNEX asserts that this approach would be similar to the waiver the Commission granted to Rochester Telephone Corporation, Rochester Telephone Corporation Petition for Waiver to Implement Its Open Market Plan, Order, 10 FCC-677-6, released March 7, 1995. In addition, NYNEX requests that the waiver cover all of its service region, not just New York. NYNEX argues that a region- wide waiver would allow it to respond more quickly to state regulatory initiatives to promote competition by requiring unbundling of local exchange services.
