(U S West) filed a Petition for Waivers of Part 69 of the Commission's rules in connection with U S West's offering of unbundled common lines in the states of Wyoming and Utah. U S West requests waivers of Part 69 in order to allow it to apply the End User Common Line (EUCL) charge and a flat-rated Carrier Common Line (CCL) charge to purchasers of unbundled local link (loop) service. U S West further requests that the Commission grant it a blanket Part 69 waiver with respect to U S West's provision of unbundled local loop service in other states. U S West argues that no public interest benefit is served by requiring it to file repeated waiver requests as it introduces such service in other states. U S West asserts that this petition for waiver is similar to the waiver the Commission granted to Rochester Telephone Corporation, Rochester Telephone Corporation Petition for Waiver to Implement Its Open Market Plan, Order, 10 FCC-677-6, released March 7, 1995. Comments and reply comments on U S West's petition may be combined with those on NYNEX Telephone Companies' August 30, 1995 revised petition for waivers of Part 69 to provide unbundled common lines (Public Notice, CCBPol 95-12, released September 6, 1995). Interested parties should file comments on U S West Communications, Inc.'s petition by September 27, 1995 and reply comments by October 10, 1995 with the Secretary, FCC, 1919 M Street, N.W., Washington, D.C. 20554.
