DA-95-2052 Report No.CC 95-54 COMMON CARRIER ACTION September 29, 1995 COMMON CARRIER BUREAU RELEASES UNIVERSAL SERVICE DATABASE The Federal Communication Commission's (Commission) Common Carrier Bureau (Bureau) today is making available at the Commission's Internet site a compilation of non- confidential responses of over 1300 local exchange carriers (LECs) to the Bureau's Universal Service Fund Data Request. The database is in Lotus 1-2-3 format and is organized, as was the original data request, into four files: (1) "CP" - Company Profile, (2) "AR" - information similar to the ARMIS information filed annually by large telephone companies, (3) "WC" - Wire Center Information, and (4) "OD" - Operating Company Information. The database contains, for each LEC, subscribership, regulatory, service, plant, plant investment, revenue, expense, usage, expense adjustments for the Universal Service Fund (USF), wire center location and size, and carrier holding company information. This information was collected to assist the Commission in evaluating current USF and Dial Equipment Minute (DEM) Weighting assistance mechanisms and to estimate the effects of possible rules changes on both telecommunications providers and subscribers. The database is being released at this time to assist interested regulators, telecommunications providers, consumers and other members of the public to perform similar analyses on their own. As stated in the Bureau letter to the LECs, DA-95-1927, dated September 11, 1995, the Bureau, prior to release of the database, removed from the database certain data fields for which there were numerous LEC requests for confidentiality. In addition, the Bureau removed information of individual LECs that, in response to the September 11, 1995 letter, submitted requests for confidential treatment. - 2 - Due to the voluminous nature of the information, the four files of the database have been broken down into smaller spreadsheet files. This will allow selective use of the data and will conserve time in accessing the information. Also, the files have been compressed and may be expanded simply by typing the name of the file. A text file, with the file identifier, DR-INDEX.TXT, is included containing an index of the file name of each spreadsheet and instructions on how each may be accessed.
