Cost Allocation Plan AAD 94-119 PUBLIC COMMENT INVITED Comment Date: November 3, 1995 Reply date: November 13, 1995 On October 11, 1995, General Communication, Inc. ("GCI"), filed a Petition for Reconsideration of an order approving a cost allocation plan ("CAP") that contains methods for apportioning service costs between Bush and Non-Bush locations in the state of Alaska. See Alascom, Inc., Cost Allocation Plan for the Separation of Bush and Non-Bush Costs, DA 95- 1902, released September 11, 1995 ("CAP Approval Order"). GCI urges the Bureau to reverse its order and require Alascom, Inc. (Alascom), to provide both the Commission and the parties with information regarding the cost model that implements its CAP, including algorithms and actual cost model input and output data. GCI also urges the Bureau to audit Alascom's input and output data to ensure they reflect the methodologies contained in the CAP. GCI further urges the Bureau to commence a proceeding to determine whether the CAP complies with requirements established by the Federal-State Joint Board.
