("GCI"), filed a Petition for  xReconsideration of an order approving a cost allocation plan ("CAP") that contains methods for  Y- xiapportioning service costs between Bush and NonBush locations in the state of Alaska. See  xAlascom, Inc., Cost Allocation Plan for the Separation of Bush and NonBush Costs, DA 95 Y- xJ1902, released September 11, 1995 ("CAP Approval Order"). GCI urges the Bureau to reverse  xits order and require Alascom, Inc. (Alascom), to provide both the Commission and the parties  xwith information regarding the cost model that implements its CAP, including algorithms and   actual cost model input and output data.
