("GCI"), filed a Petition for Reconsideration of an order approving a cost allocation plan ("CAP") that contains methods for apportioning service costs between Bush and Non-Bush locations in the State of Alaska. See Alascom, Inc., Cost Allocation Plan for the Separation of Bush and Non-Bush Costs, DA 95- 1902, released September 11, 1995 ("CAP Approval Order"). In its petition, GCI argues that the definition used to identify Bush locations in Alascom's CAP conflicts with previous Commission orders. GCI contends that the appropriate definition for Bush locations is the Commission's Bush earth station ownership policy, which defines Bush locations as those locations where earth stations provide MTS service to communities of less than 1,000 persons. At the Commission's request, GCI provided a list of locations, previously filed in this proceeding, it believes should be classified as Bush under the Commission's definition. Parties may file comments on this material by November 17, 1995. Replies should be filed by November 27, 1995. Comments should reference AAD 94-119.
