DA 95-2309 PLEADING CYCLE ESTABLISHED FOR COMMENTS ON BELL ATLANTIC'S PETITION FOR WAIVERS OF PART 69 OF THE COMMISSION'S RULES RELATED TO ACCESS CHARGES CCBPol 95-22 Released: November 27, 1995 On November 20, 1995 Bell Atlantic Telephone Companies (Bell Atlantic) filed a petition requesting the Commission to waive certain provisions of Part 69 of the Commission's rules related to access charges. Specifically, Bell Atlantic requests a waiver of  69.104 of the Rules in order to allow End User Common Line (EUCL) charges to be billed to competing local exchange carriers (CLECs) and a waiver of  69.105 to permit Bell Atlantic to bill an average flat-rated carrier common line (CCL) charge, rather than a CCL charged on a minutes of use basis, to CLECs that purchase unbundled common lines. Bell Atlantic is requesting that the waiver be granted for all jurisdictions in which it operates, to be effective if and when unbundled local loops become available. Bell Atlantic states that several of the Bell Atlantic jurisdictions are now defining the rules under which unbundled loops can be made available. Interested parties should file comments on Bell Atlantic's petition by December 7, 1995 and reply comments by December 14, 1995 with the Secretary, FCC, 1919 M Street, N.W., Washington, D.C. 20554.
