the following comment cycle for the above captioned document:  comments to be filed by
January 11, 1996, and reply comments by January 22, 1996.  By Public Notice (DA 96-2)
(released January 11, 1996), the Commission extended the comment date in this proceeding
to "no later than 5:30 p.m. on Tuesday, January 16, 1996."  This Public notice extends the
