Washington, D.C. 20554 DA 96-42 PLEADING CYCLE ESTABLISHED FOR COMMENTS ON MCI'S PETITION FOR CLARIFICATION OR, IN THE ALTERNATIVE, RECONSIDERATION OF THE ORDER GRANTING PACIFIC BELL'S PETITION FOR INTERIM WAIVER OF PART 69.104 TO OFFER ISDN EQUIPPED ACCESS LINES TO CALIFORNIA SCHOOLS CCBPol 96-2 Released: January 19, 1996 On January 11, 1996 MCI Telecommunications Corporation (MCI) petitioned the Commission for clarification or, in the alternative, reconsideration of one aspect of its Order allowing Pacific Bell to waive end user common line (EUCL) charges for ISDN lines to school, libraries, and community colleges in California. (Pacific Bell Petition for Interim Waiver, Order, FCC 95-496, released December 13, 1995). MCI states that the Commission allowed Pacific Bell to waive EUCL charges subject to the condition, inter alia, that Pacific Bell would "not attempt to recover any costs associated with this program by increasing interstate access rates, including Carrier Common Line (CCL) charges." MCI requests that the Commission clarify that this condition requires Pacific Bell to impute EUCL revenue for these lines in computing the CCL cap under the price cap rules. MCI requests in the alternative that if this was not the Commission's intent, the Commission reconsider its decision and require imputation. Interested parties should file comments on MCI's petition by February 19, 1996 and reply comments by March 5, 1996 with the Secretary, FCC, 1919 M Street, N.W., Washington, D.C. 20554.
