Washington, D.C. 20554 DA 96-154 PLEADING CYCLE ESTABLISHED FOR COMMENTS ON NECA'S PETITION FOR WAIVER OF  69.104, 69.105 AND OF THE COMMISSION'S RULES FOR NECA POOL MEMBERS TO PROVIDE UNBUNDLED LOCAL LOOPS CCBPol 96-06 Released: February 08, 1996 On February 2, 1996, National Exchange Carrier Association, Inc. (NECA) filed a petition seeking to waive certain provisions of Part 69 of the Commission's Rules related to assessment of end user common line (EUCL) and carrier common line (CCL) access charges. Specifically, NECA requests a waiver of the Part 69 Rules to allow the billing of EUCL charges to the competitive local service providers that purchase local loops to serve end users. NECA states that the Rules require that exchange carriers (ECs) collect certain access charges directly from end users through EUCL charges. NECA states that when an EC provides unbundled local loops to a competitive local service provider for resale, an EC will not have a direct relationship with end user customers served by the competitive local service provider. NECA also seeks a waiver of the Part 69 Rules to allow the assessment of a flat-rated CCL charge on competitive local exchange carriers. Interested parties should file comments on NECA's petition by February 20, 1996 and reply comments by February 27, 1996 with the Secretary, FCC, 1919 M Street, N.W., Washington, D.C. 20554.
