             TENTATIVE PANELISTS FOR WEDNESDAY, JUNE 19, 1996
        FEDERAL-STATE JOINT BOARD ON UNIVERSAL SERVICE OPEN MEETING

     The Federal-State Joint Board on Universal Service will hold an Open Meeting on
Wednesday, June 19, 1996 at 9:00 a.m., in Room 856 at 1919 M. Street, N.W., Washington, D.C. 
At the meeting, the Federal-State Joint Board will hear from panels of experts addressing
universal service issues set forth in Section 254 of the Telecommunications Act of 1996 and will
consider whether to extend the interim indexed cap on the universal service fund.  The following
is a tentative list of the meeting's scheduled panels and panelists:

                      Panel on Schools and Libraries

1.   Melinda Crowley, Distance Learning Specialist and Interim Secretary Treasurer for Florida
     Distance Learning Network, Bureau of Educational Technology, Florida Department of
     Education.

2.   Edward D. Young, III, Vice President, External Affairs and Associate General Counsel,
     Bell Atlantic.

3.   Vicky Hobbs,  Director of Missouri Interactive Telecommunications Education Network,
     a consortia of five school districts at a small liberal arts college.

4.    Peter F. Harter, Public Policy Counsel, Netscape.

5.   Walter Patterson, Vice President, Corporate Communications, Southwestern Bell Mobile
     Systems.

6.   Russell Rothstein, graduate of MIT research program in communications policy, author
     of thesis entitled "Networking K-12 Schools:  Architecture Models and Evaluation of
     Costs and Benefits."

                   Panel on Rural Health Care Providers

1.   William Smith, Vice President, Advanced Networking Division, BellSouth

2.   William Welch, President, Nevada Rural Hospital Project

3.   Gary Baker, General Manager, Chickasaw Telephone Company

4.   Robert Pennington, Program Director, Mountaineer Doctor TeleVision

5.   Adam Golodner, Deputy Administrator, Rural Utilities Service, Department of
     Agriculture.
