               TELECOMMUNICATIONS RELAY SERVICES (TRS) FUND
           ADMINISTRATOR FILES ANNUAL REPORT INCLUDING FUND SIZE
                   ESTIMATE AND PAYMENT FORMULA FOR 1997


Pursuant to Section 64.604(c)(4)(iii) of the Commission's Rules, 47 C.F.R. 
64.604(c)(4)(iii), the National Exchange Carrier Association (NECA), the TRS Fund
Administrator, has filed an annual report with the Commission that includes the payment formula
for the calendar year 1997 and the Fund size estimate for the period April 1997 through March
1998.

Interested parties may file comments concerning this filing on or before October 18,
1996.  Reply comments shall be filed by November 1, 1996.  All filings should refer to TRS
Fund Administration, CC Docket No. 90-571, and be sent to William F. Caton, Acting
Secretary, Federal Communications Commission, 1919 M Street, N.W., Washington, D.C.
