                    SECOND REPORT AND ORDER
                   RELEASED: October 31, 1996
                                
     On October 31, 1996, the Commission released a
Second Report and Order In the Matter of Policy and Rules
Concerning the Interstate, Interexchange Marketplace, CC
Docket No. 96-61, FCC 96-424 (Order).  This Order was
published in the Federal Register on November 22, 1996,
and therefore becomes effective on December 22, 1996. 
Some of the information collection requirements in the
Order are contingent on OMB approval which has been
requested by November 29, 1996.

     The Order ordered "all nondominant interexchange
carriers to cancel their tariffs for interstate,
domestic, interexchange services on file with the
Commission within nine months of the effective date of
this Order and not to file any such tariffs thereafter."
The Order further provided that: "Nondominant
interexchange carriers may cancel their tariffs for
interstate, domestic interexchange services at any time
during the nine-month period."  Order at paras. 89, 90.

     As an aid to carriers, the Common Carrier Bureau's
Competitive Pricing Division will shortly issue a Public
Notice setting forth the specific procedures for such
detariffing.
