The E911 Notice proposed rules that would require that dispersed multi-line telephone systems (MLTs) such as private branch exchanges (PBXs), key, and hybrid systems be compatible with E911 services. To effectuate broad availability of E911 and equipment compatibility, the E911 Notice proposed to amend Part 68 of the Commission's rules by adding technical performance requirements that would ensure the compatibility of MLTSs with enhanced 911 emergency services. In an April 1, 1997, ex parte filing, the National Emergency Number Association (NENA), Association of Public-Safety Communications Officials-International, Inc. (APCO), National Association of State Nine One One Administrators (NASNA), Ad Hoc Telecommunications Users Committee (Ad Hoc), and MultiMedia Telecommunications Association (MMTA) submitted a consensus agreement regarding E911 wireline issues affecting residential and business environments and the provisions of automatic number identification (ANI) and automatic location information (ALI). The agreement also addresses compliance dates; preemption; call-back capability; waivers; and dialing patterns. Interested parties may file comments on or before April 21, 1997. No reply comments are to be filed. All filings should reference Wireline Consensus Agreement, CC Docket No. 94-102, and be filed with William F.
