September 28, 1998) ("Pennsylvania Numbering Order"). The Pennsylvania Numbering Order delegated additional authority to state public utility commissions to order NXX code rationing in jeopardy situations and encouraged state commissions to seek further limited delegations of authority to implement other innovative number conservation methods. On November 3, 1998, the California Public Utilities Commission and the People of the State of California ("Petitioner") filed a petition requesting additional authority to continue to conduct its monthly lottery and to resolve disputes among industry participants pertaining to the terms and conditions of NXX code rationing. By letter dated December 1, 1998, the Common Carrier Bureau temporarily granted this authority to the Petitioner, pending receipt and review of public comment on its request. We hereby seek comment on the issues raised in Petitioner's request for additional authority to conduct monthly NXX code lotteries in California and to resolve industry disputes regarding the terms and conditions of the lottery. A copy of Petitioner's request may be obtained from the Network Services Division Reference Center, Room 220, 2000 M Street, N.W., Washington, D.C., Monday through Thursday, from 8:30 a.m. to 12:30 p.m. and 1:30 p.m. to 3:00 p.m. Interested parties may file comments concerning this matter on or before February 5, 1999, and reply comments on or before February 22, 1999.
