     On December 31, 1998, the National Exchange Carrier Association, Inc. (NECA) filed its
proposed 1999 Modification of Average Schedules. These modifications, if approved, would be
scheduled to take effect on July 1, 1999.  

     Interested parties may file comments no later than February 15, 1999.   Replies should be
filed by March 3, 1999.  Comments should reference file number ASD 99-18.  A copy of each
pleading should be sent to Debbie Byrd, Accounting Safeguards Division, Common Carrier Bureau,
2000 L Street, N.W., Room 258K, Washington D.C. 20554 and the International Transcription
Service (ITS), 1231 20th Street, N.W. Washington, D.C. 20036.  Copies are available for public
inspection and copying in the Accounting Safeguards Division public reference room 2000 L Street,
