                   COMMENTS SOUGHT ON UPDATE OF
                     COST ALLOCATION MANUALS

     The following local exchange carriers filed annual updates to their Cost Allocation
Manuals (CAMs) for the year ended December 31, 1998.  Among other things, the updated
CAMs reflect changes made pursuant to the implementation of RAO Letter 26, released May 6,
1998.  In addition, on December 31, 1998, Citizens Telecom also filed amendments to its year end
CAM.  These amendments reflect the clarification of comments listed in its cost apportionment
table and correction of a description for an affiliate.

     Parties may file comments on any above CAM no later than February 19, 1999. Replies
should be filed by  March 5, 1999.  Comments should reference the applicable ASD file number
listed above.  A copy of each pleading should be sent to Mark Stephens, FCC Common Carrier

Transcription Service (ITS), 1231 20th Street, N.W., Washington, D.C.  20036.  Copies are
