WASHINGTON, D.C. 20554 DA 99-309 News media information 202/418-0500 Fax-On-Demand 202/418-2830 Internet: http://www.fcc.gov ftp.fcc.gov Released: February 9, 1999 Common Carrier Bureau Seeks Nominations for Interexchange Carrier Board Member Position on Universal Service Administrative Company Board of Directors CC Docket Nos. 96-45, 97-21 On January 22, 1999, the Universal Service Administrative Company (USAC) notified the Chief of the Common Carrier Bureau of the recent resignation of Mr. Donald Lynch from the USAC Board of Directors. In its letter of January 22, USAC asked the Common Carrier Bureau Chief, in accordance with section 54.703(c) of the Commission's rules, to begin the process for selecting a successor Board member to serve on the USAC Board of Directors for the remainder of Mr. Lynch's term. Pursuant to section 54.703(c) of the Commission's rules, which sets forth the nomination and selection procedures for selecting Board members to serve on the USAC Board of Directors, nominations are hereby sought for the Board member seat representing interexchange carriers with more than $3 billion in annual operating revenues. Pursuant to section 54.703(c)(1) of the Commission's rules, only members of the industry group that a Board member will represent may submit a nomination for that position (i.e., only interexchange carriers with more than $3 billion in annual operating revenues may submit nominations for the Board member who will represent interexchange carriers of that size). In order to minimize controversy surrounding the selection and appointment of Board members and to expedite the appointment process, members of the relevant industry group are encouraged to nominate a single candidate who possesses substantial experience in, and knowledge of, telecommunications issues. If members of the relevant industry group fail to reach consensus on a candidate to serve on the Board, or fail to submit a nomination for the particular Board member seat, the Chairman of the Federal Communications Commission will select an individual from that industry group to serve on the Board. Pursuant to section 54.703(c)(2), each nomination should be captioned: "In the Matter of: Nomination for Universal Service Administrator's Board of Directors." An original and four copies of each nomination must be filed, in accordance with Part 1 of the Commission's rules, with the Commission's Secretary, Magalie Roman Salas, Office of the Secretary, Federal Communications Commission, 445 - 12th Street, S.W., TW-A325, Washington, D.C. 20554. In addition, two copies of each nomination should be submitted to Sheryl Todd, Accounting Policy Division, Common Carrier Bureau, Federal Communications Commission, 2100 M St., N.W., 8th Floor, Washington, D.C. 20554. Each nomination should specify the position on the Board of Directors for which such nomination is submitted and should be accompanied by the nominee's professional and biographical information, such as a resume or professional biography. All nominations must be filed with the Office of the Secretary by February 19, 1999.
