Internet http://www.fcc.gov DA 99-516Released: March 15, 1999 FCC EXTENDS DEADLINE FOR COMMENTS ON LOCKHEED MARTIN REQUEST FOR EXPEDITIOUS REVIEW OF THE TRANSFER OF COMMUNICATIONS INDUSTRY SERVICES BUSINESS CC Docket No. 92-237 NSD File No. 98-151 Comments Due: April 16, 1999 The Common Carrier Bureau (Bureau) hereby extends the deadline for the filing of comments on the request by Lockheed Martin IMS (Lockheed Martin) for Expeditious Review of the Transfer of the Lockheed Martin Communications Industry Services (CIS) Business to a new independent company, Warburg, Pincus & Co. to April 16, 1999. The CIS business unit currently services as the North American Numbering Plan Administrator (NANPA). The Bureau contemporaneously extends the deadline by which the NANC must provide its input on the Lockheed Martin Request to March 31, 1999. Comments should be filed in accordance with the procedures outlined below. On December 21, 1998, Lockheed Martin filed its request with the Commission. In a Public Notice released on January 7, 1999, the Bureau sought input from the public, and from the North American Numbering Council (NANC), on issues that the Commission should address in considering this matter of significant public interest. The Bureau also invited comment, in the form of questions and/or issues, to be directed to Mitretek Systems (Mitretek), which serves as the alternate NANPA. Six parties filed comments with the Bureau on January 22, 1999, identifying questions and/or issues that they believed the Commission should address in considering the Lockheed Martin Request. In addition, the NANC, filed a letter, including multiple enclosures, with the Bureau in response to the January 7 Public Notice. On January 27, 1999, the Bureau directed questions to Lockheed Martin and Mitretek, to be answered on the public record no later than February 12, 1999. On February 12, 1999, Mitretek filed a response to the issues and/or questions directed to it. On February 16, 1999, Lockheed Martin filed its response to the issues and/or questions directed to it. Thereafter, in a Public Notice released on February 17, 1999, the Bureau sought comment from interested parties on the Lockheed Martin Request, taking into account the Lockheed Martin Response and the Mitretek Answers. The Bureau recently has learned that Lockheed Martin and Mitretek will make presentations relating to the Lockheed Martin Request at the NANC's meeting on March 17, 1999. To enable the NANC to incorporate any new information, presented at that meeting either by Lockheed Martin or by Mitretek, into its analysis and recommendation to the FCC on the Lockheed Martin Request, the Bureau extends the time for the submittal of comments as noted above. The extension of time will allow interested parties to review the NANC's recommendation to the Commission, and any new information submitted together with that recommendation, in formulating their own comments on the Lockheed Martin request. Parties should address whether the Lockheed Martin Request should be granted, with or without any conditions, as well as Mitretek's position that the Commission should name it, the designated alternate, as the NANPA successor to Lockheed Martin. PROCEDURAL MATTERS Comments on the Lockheed Martin Request must be filed with the Bureau by April 16, 1999. Parties should reference CC Docket No. 92-237 and NSD File No. 98-151 in their comments.
