Washington, D.C. 20554 September 22, 1999 Network Services Division Common Carrier Bureau Section 214 application accepted for filing: Applicant: AT&T Communications NSD File No. W-P-D-439, AT&T EasyReach 700 Service NSD File No. W-P-D-440, AT&T 500 Personal Number Service On September 17, 1999, AT&T Communications ("AT&T") filed two applications requesting authority under section 214(a) of the Communications Act of 1934, 47 U.S.C.  214(a), and section 63.71 of the Federal Communications Commission's rules, 47 C.F.R.  63.71, to discontinue AT&T EasyReach 700 Service and AT&T 500 Personal Number Service, effective November 15, 1999. The applications state that both services are offered to customers in the United States Mainland and Hawaii. The AT&T EasyReach 700 Service permits long distance calling to the subscriber's AT&T EasyReach 700 Number, and the AT&T 500 Personal Number Service permits long distance calling to the subscriber's AT&T 500 Personal Number Service. Depending on the features selected, calls may be billed to the calling telephone number, to a calling card, or to the subscriber's AT&T EasyReach Service Account. AT&T states that it has notified all affected customers by letter of its proposed discontinuances. AT&T's applications appear to be complete. In accordance with 47 C.F.R.  63.71(c), the applications shall be automatically granted on the 31st day after the release date of this public notice, without any Commission notification to the applicant, unless the Commission has notified the applicant that the grants will not be automatically effective. The FCC will normally authorize proposed discontinuances of service unless it is shown that customers would be unable to receive service or a reasonable substitute from another carrier or that the public convenience and necessity is otherwise adversely affected. Comments objecting to either of these applications must be filed with the Commission by October 12, 1999. Approximately 50 comments have already been received in response to AT&T's notification to its customers; these comments will be included in the record of these proceedings. It is requested that comments responding to this public notice refer to application file number W-P-D-439 for the AT&T Easy Reach 700 Service and W-P-D-440 for the AT&T 500 Personal Number Service.
