DA 00-958 Released: April 28, 2000 COMMON CARRIER BUREAU Grants motions for extension of time to file comments in the numbering resource optimization proceeding CC Docket No. 99-200 On March 31, 2000, the Commission released the Numbering Resource Optimization Report and Order and Further Notice of Proposed Rulemaking, CC Docket 99-200, FCC 00-104. In the Report and Order, the Commission adopted certain administrative and technical measures that will allow it to monitor more closely and improve the way numbering resources are used within the North American Numbering Plan (NANP). The Commission also sought comment on several matters relating to its findings in the Report and Order in an accompanying Further Notice of Proposed Rulemaking (Further Notice). The Further Notice provided for comments to be due May 1, 2000, and reply comments to be due May 16, 2000. On April 21, 2000, the Association for Local Telecommunications Services, Competitive Telecommunications Association, Personal Communications Industry Association, Voicestream Wireless Corporation and Winstar Communications (collectively the Joint Movants) filed a Motion for Extension of Time (Motion) to file comments and reply comments in response to the Further Notice. The Joint Movants request that the Commission extend the date for comments from May 1, 2000 to May 19, 2000, and the date for reply comments from May 16, 2000 to June 9, 2000. On April 26, 2000, the National Association of Regulatory Utility Commissioners filed a request supporting the April 21, 2000 Motion of the Joint Movants, and seeking the same extensions of the comment and reply comment periods. The Joint Movants and NARUC contend that the rulemaking addresses a complex subject matter and that a modest extension of the comment and reply comment deadlines would enable interested parties to provide more substantive and complete comments on the issues raised in the Further Notice. Because of the complexity of the issues presented, and in order to facilitate the development of a complete record in this proceeding, an extension of the comment deadline from May 1, 2000 to May 19, 2000, and the reply comment deadline from May 16, 2000 to June 9, 2000, is granted to all interested parties.
