On March 31, 2000, the Commission released the Numbering Resource Optimization Order. In the Numbering Resource Optimization Order, the Commission granted state commissions the authority to engage in certain number conservation measures. The Commission also reiterated that previous state delegations of authority to implement number conservation measures were interim in nature and would be superseded by forthcoming decisions in this proceeding. The Commission, however, continued its delegation to the Common Carrier Bureau to rule on state petitions for additional delegation of numbering authority when no new issues are raised. On July 27, 2000, the Louisiana Public Service Commission (Petitioner) filed a petition requesting additional delegated authority to implement number conservation measures in Louisiana. The Petitioner specifically requests authority to: (1) implement a thousands-block number pooling trial in the 504 numbering plan area (NPA), and any other NPAs in the state after implementation of a trial in the 504 NPA; (2) require sequential number assignments; (3) establish number assignment and allocation standards, including fill rates; (4) reclaim unused and reserved NXX codes, or NXX codes obtained in violation of industry guidelines; (5) maintain NXX code rationing procedures for six months following area code relief; (6) hear and address claims from carriers seeking NXX codes outside of a rationing process that is in place; and (7) enforce number utilization reporting requirements. Petitioner also requested that it be granted expedited and high priority status for the 504 NPA and resulting NPAs, and other Louisiana NPAs, in the national thousands- block number pooling implementation schedule. Petitioner states that a grant of delegated authority should protect Louisiana customers from the disruption of service and could diminish the economic and social costs of changes associated with the implementation of new area codes. We hereby seek comment on Petitioner's request for additional delegated authority to implement the above number conservation measures to the extent that they are not superseded by the national number resource optimization measures addressed in the Numbering Resource Optimization Order.
