On behalf of the Federal Communications Commission, the Bureau wishes to thank each of the incumbent Board members listed below for their diligent efforts and dedicated service on the USAC Board. incumbent local exchange carriers (other than Bell Operating Companies) with annual operating revenues in excess of $40 million (Kevin Hess, Vice President Federal Affairs, TDS Telecom, Madison, WI) inter-exchange carriers with more than $3 billion in annual operating revenues (position currently vacant) schools that are eligible to receive support (Dr. Hank Marockie, Wheeling WV) rural health care providers that are eligible to receive support (Dr. Jay H. Sanders, President and CEO, The Global Telemedicine Group, McLean VA) information service providers (David Abramson, Palo Alto, CA) state telecommunications regulators (Allan Thoms, Chair, Iowa Utilities Board, Des Moines, IA) Pursuant to section 54.703(c)(1) of the Commission's rules, only members of the industry group that a Board member will represent may submit a nomination for that position (e.g., only interexchange carriers with more than $3 billion in annual operating revenues may submit nominations for the Board member who will represent interexchange carriers of that size). In order to expedite the appointment process, members of the relevant industry group are encouraged to nominate a single candidate who possesses substantial experience in, and knowledge of, telecommunications issues. If members of the relevant industry group fail to reach consensus on a candidate to serve on the Board, or fail to submit a nomination for the particular Board member seat, the Chairman of the Federal Communications Commission will select an individual from that industry group to serve on the Board. Pursuant to section 54.703(c)(2), each nomination must be captioned: "In the Matter of: Nomination for Universal Service Administrative Company Board of Directors, FCC Docket Nos. 97-21 and 96-45". An original and four copies of each nomination must be filed, in accordance with Part 1 of the Commission's rules, with the Commission's Secretary, Magalie Roman Salas, Office of the Secretary, Federal Communications Commission, 445 12th Street, S.W., Room TW-A325, Washington, D.C. 20554.
