On March 21, 1995, GE American Communications, Inc. (GE Americom) filed a Motion for Extension of Time to File Replies in the above-referenced non-voice, non- geostationary (NVNG) mobile satellite service applications. LEO One USA Corporation (LEO One) filed an opposition to the motion. For the reasons discussed below, we grant GE Americom's motion. 2. Seven parties filed second round NVNG applications in response to the November 16, 1994 cut-off date established by the Commission. These applications were placed on Public Notice (see Report No. DS-1484, DA 94-1323 (released November 25, 1994)) and pleading dates were established. On December 21, 1994, in response to a request by Orbital Communications Corporation (Orbcomm), the date for filing comments was extended thirty days, until February 24, 1995 (see Extension Order, DA 94-1563 (released December 22, 1994)). GE Americom is seeking a two-week extension, until April 10, 1995, in which to file replies to the comments and petitions filed in the above referenced applications proceeding. 3. GE Americom cites the large number of comments and petitions to be addressed in replies, indicating that more time is necessary to fully address all the issues. In addition, GE Americom points to meetings in Geneva in preparation for WRC-95, stating that a number of representatives of NVNG applicants are attending these meetings. GE Americom states that grant of this motion will cause no harm to the public interest. 4. In opposition, LEO One states there has been an adequate amount of time to respond to the petitions and comments, particularly since applicants need only respond to the petitions or comments directed to its own application. In addition, LEO One indicates that it was only afforded thirty days to respond to the petitions filed against its application. Finally, LEO One points out that the Commission has already granted one thirty day extension reply deadline and any further extension will cause delays in the Commission's consideration of these applications. 5. GE Americom has notified all parties and has indicated that, aside from LEO One, no other party to these proceedings opposes grant of this motion. In light of the general support for this extension, the WRC-95 preparatory meeting, and the number of pleadings to be analyzed, we believe that a two-week extension of time to file replies is warranted and will not delay Commission action on the second round applications. 6. Accordingly, pursuant to Section 0.261 of the Commission's rules on delegations of authority, 47 C.F.R.  0.261, IT IS ORDERED that the pleading cycle of the referenced NVNG applications is extended as follows: Replies may be filed on or before April 10, 1995 and Responses may be filed on or before April 25, 1995. 7.
