In light of these   circumstances, we required the eleven carriers to show cause why their unused Intersputnik  c-circuits should be not be revoked and reallocated.  c4-ԍ Transworld Communications (U.S.A.), Inc., DA1290, released November 24, 1994  c-(Show Cause Order). We recognized that the continued inability of any authorized carriers to implement service could deny other carriers an  c-opportunity to provide service, delaying service to the public.2b  c -ԍ Id.2  c_-x3. In determining whether circuits should be revoked, the Show Cause Order identified the following factors: 1) the carriers' diligence in pursuing an operating agreement and activating the circuits authorized; 2) the precise nature of any problems that have delayed the activation of circuits; and 3) whether these difficulties are likely to impede the efforts of other carriers. We also stated that circuits authorized to any carrier failing to  c -respond to the Show Cause Order would be automatically revoked without a hearing. x4. Two authorized carriers, General Communication, Inc. ("General") and The Ten  c -Corporation ("The Ten"), did not respond to the Show Cause Order. Consequently, we revoke the 20 circuits allocated to General and the 10 circuits allocated to The Ten. We are examining the information we received from the remaining carriers and will continue to monitor the use of authorized Intersputnik circuits to determine if further action is necessary with respect to those circuits.  c-x5. In addition, we will reallocate the 30 circuits rescinded by this Order to  c-  Transworld.  c-ԍ These circuits will be authorized on a temporary basis in connection with Transworld's pending Section 214 application (File No. ITC94159, 159A) to acquire and operate Intersputnik circuits. Transworld is the only new carrier to participate in this proceeding and the only carrier requesting a portion of the revoked circuits. Transworld has also filed a copy of an operating agreement it reached with Moscow Teleport. x6. Accordingly, IT IS ORDERED, that Transworld's petition, File No. ISP94004, IS GRANTED and the circuits authorized to General Communication, Inc. and The Ten Corporation ARE REVOKED. x7. IT IS FURTHER ORDERED that the authorizations to General Communication, Inc. (File No. ITC91202) and The Ten Corporation (File No. ITC91204) ARE CANCELLED. "  0*(("Ԍx8.
