CTA Commercial Systems, Inc., E-SAT, Inc., Final Analysis Communication Services, Inc., GE American Communications, Inc., Leo One USA Corporation, Orbital Communications Corporation, and STARSYS Global Positioning, Inc., request an extension of time of thirty days or until May 15, 1995, to file supplemental reply comments in response to the Second Notice of Inquiry in this proceeding. By a previous order, the deadline for reply comments was extended from March 21 to April 14, 1995. 2. Movants are applicants or licensees to construct and operate non-voice non- geostationary mobile satellite service (NVNG MSS) systems. They state that the additional time is needed to complete on-going field tests and sharing studies that will provide information on the suitability of certain frequency bands for use by NVNG MSS. This information, they assert, would assist the Commission in preparing proposals for international allocations for NVNG MSS at the upcoming World Radiocommunication Conference (WRC-95). 3. This proceeding solicits public comment on a broad range of issues to support the Commission's preparations for WRC-95 which will be convened by the International Telecommunication Union (ITU) in Geneva, Switzerland, on October 23, 1995. The result of this proceeding will be the Commission's recommended U.S. proposals for WRC-95. These recommended proposals will be considered by the National Telecommunications and Information Administration (NTIA) and the Department of State in adopting final U.S. proposals for the conference. Final U.S. proposals need to be submitted to the ITU in Geneva at the end of June in order to meet the ITU's schedule for timely submitted proposals. 4. As we noted in the previous Order, the Bureau is committed to completing this proceeding on a timely basis and, in light of the rapidly approaching ITU proposal deadline, we stated that we could not consider any further extensions. We recognize, however, the importance of the continuing work of the NVNG MSS proponents and its potential to assist the U.S. in formulating proposals for MSS allocations below 1 GHz. Thus, although we will deny the motion for extension of time, we will informally consider late supplemental comments should they be received before the proposals are final. 5.
