     1.   On January 5, 1999, Cable & Wireless plc filed a Motion for Extension of Time In
Which to File Comments in this proceeding to January 18, 1999.  We find that Cable & Wireless
has shown good cause for the relief it seeks.  Therefore, Cable & Wireless' Motion is hereby
granted.  

     2.   Accordingly, IT IS  ORDERED that interested parties may file comments or petitions
to deny regarding these applications no later than January 19, 1999, and reply comments or
oppositions to these comments no later than February 17, 1999.
